CBIT Project Concludes: Advancing the Digitalization of Greenhouse Gas Data and MRV in Vietnam

On 21 October 2026, in Hanoi, the Department of Climate Change under the Ministry of Agriculture and Environment, in cooperation with the United Nations Development Programme (UNDP) in Vietnam, held a workshop to review the CBIT project. After more than four years of implementation, the project delivered important results in standardizing greenhouse gas (GHG) inventories, developing measurement, reporting and verification (MRV) tools, and promoting the digitalization of emissions data.

1. Key Achievements of the CBIT Project

The project “Strengthening Capacity for Data Management and Reporting in Line with the Requirements of the Enhanced Transparency Framework under the Paris Agreement on Climate Change” (CBIT) was implemented from April 2022 to October 2026. It aimed to strengthen GHG inventory capacity, emissions data management, and compliance with climate transparency requirements under the Paris Agreement.

According to the report presented at the workshop, the project achieved several notable results:

  • Developed four GHG inventory and MRV procedures, along with technical guidelines for selected sectors and activities, including cement manufacturing, crop cultivation, construction works and offshore fishing.
  • Developed draft inventory tools and templates for major emissions sources across four sectors: energy; industrial processes and product use (IPPU); agriculture, forestry and other land use (AFOLU); and waste.
  • Proposed the addition of 271 statistical indicators to support GHG inventories, helping improve input data and reporting quality.
  • Developed software to track the implementation of nationally determined contributions (NDCs), along with electronic reporting templates.

In addition, the project supported a pilot GHG inventory for 2025 in Quang Ninh Province, providing an initial dataset to identify major emissions sources and propose appropriate mitigation measures.

Speaking at the workshop, Mr. Bui Duc Hieu, Deputy Director General of the Department of Climate Change, noted that the project’s results had provided an important technical foundation and input data for state management of climate change.

Representing UNDP Viet Nam, Mr. Vu Thai Truong also emphasized the project’s role in strengthening the technical foundation, promoting data digitalization and enhancing capacity to meet climate transparency requirements.

2. Digitalizing Data to Improve the Quality of GHG Inventories and MRV

One of the highlights of the CBIT project was its role in promoting a shift from manual data compilation to systematic management of emissions information.

By developing NDC tracking software, digitalizing reporting templates and introducing electronic reporting functions, the project laid the groundwork for improving the quality of GHG data collection, compilation and management.

Digital technologies not only help standardize information but also enhance transparency, traceability and verifiability—essential requirements for GHG inventories and MRV.

These achievements support Viet Nam’s efforts to strengthen its national climate transparency system, monitor progress toward emissions reduction commitments and develop its domestic carbon market.

3. ESGreen and EcoTrack: Supporting the Digitalization of GHG Inventories

The results of the CBIT project highlight the growing importance of standardized calculation methods, high-quality data and digital technologies in GHG emissions management.

EcoTrack has been developed to support the digitalization of GHG inventory processes, with the following key features:

  • Standardized and centralized data management: Supports the collection, storage and management of inventory data within a unified system.
  • Automated emissions calculations: Integrates appropriate calculation methods and emission factors, and displays formulas so users can review the results.
  • GHG inventory reporting support: Compiles and exports inventory reports using templates required under current regulations.
  • Emissions monitoring and analysis: Provides an intuitive dashboard to track changes, forecast emissions and compare them against allocated emissions allowances.

By digitalizing the inventory process, EcoTrack helps businesses reduce their reliance on fragmented spreadsheets, improve data consistency and traceability, and facilitate reporting and the preparation of documentation for inspections and verification.

As Viet Nam continues to strengthen its GHG inventory system and develop its domestic carbon market, ESGreen aims to deliver practical technology solutions that help businesses improve their emissions management capabilities, meet compliance requirements and advance their sustainability transition.
